-Pre-Ginger Town Cell.
-Chi attacks aren't allowed.
-Kabuto starts with Carnage mode.

Piccolo: Just how many people have you sacrificed?!

Cell: Sacrifice? Hmph, rubbish! On the contrary, it is an honor to become a fraction of my power.

Did we see much from carnage Kabuto? I don't remember anything solid. Saitama just one shots almost all the villains in this show before they get a chance to showcase anything impressive

That was the end of the Cell arc, this Cell hasn't even done what he did with ginger town. Plus most of the destructive feats are ki attacks and not punching.

So, basically a city-level character (more or less, let's be generous and say more) against someone who is massively stronger than Namek 100% Freeza?

滅Are you frightened?

From his fight, he's about multi building level to possibly city level. Cell stomps too easily. He's stronger then Super Saiyan Vegeta, who's stronger then Frieza.

There's a big difference between what DBZ characters can accomplish with their chi blasts and their fists. Cell can't use his chi blasts here and that already puts him on a disadvantage, against a much faster and possibly tougher foe. Cell in this stage is overall just kind of a wimp, he was getting damaged just because Piccolo was kicking him around the city and even when he got the upper hand when he absorbed part of Piccolo's power, he still wouldn't dare confront him after Piccolo showed him he could regenerate aswell(which also tells us that Cell isn't too bright in this stage).

Again a blast from saiyan saga vegeta is going to do no damage to Freeza compared to a punch from cell

Clearly Cell's punch >>>>>>>Vegeta's blast it just lacks the AOE

This guy is not faster nor tougher than Imperfect Cell, not even remotely close.
Cell was getting damaged by Piccolo because Piccolo at the time had a higher battle power, and was the second strongest character (besides #16) ever shown in the whole series: Kamicollo at that stage of power would have ended both 100% Freeza and Namek Ssj Goku in one blow.
The situation here between Cell and Piccolo is the same of Recoome being put down by a single hit from Goku, while Vegeta throwing him across Namek mountains as well as blasting him with his most powerful ki attack (far more powerful than the planetary Galick Gun he used on Earth against Goku) didn't do absolutely nothing to him.

This > this

Just one hit from Kamicollo is worth in power far more than everything else shown in the series up to that point.

23rd Budokai Goku would be plenty here.

Well, really small stars. Basically i mean planet++ level.

Cell wins with one punch. He's stronger than 100% Frieza, who could punch with (and take punches of) much stronger powers than the power of Saiyan Saga Vegeta's Galick Gun.

Just replace Saitama with Cell.

I accept split durability because there's no good reason not to

Genos took saitama's air current that destroyed a mountain and he took it at point blank. And he couldn't beat carnage Kabuto

I however don't believe it exists in DBZ.
